Roofer's missed schedules put project timeline at risk; Siever readied to replace subcontractor

Project staff told the committee that the roofing subcontractor Young Developers has not kept scheduled commitments and that Siever (the general contractor) has issued contractual notices. Staff said Siever asked Young Developers to provide manpower, a performance bond and materials by the following Tuesday; if those items are not provided Siever will move to replace the roofer and is obtaining pricing from other roofing contractors.

Design and OPM reviewers rejected Siever's latest schedule because it showed substantial completion on Sept. 23. Staff asked Siever to prepare a recovery schedule to meet the contract's target substantial completion date of Sept. 1 and reviewed the meaning of substantial completion and the accompanying punch-list process. The project team said the town is not exposed financially for subcontractor shortfalls because the general contractor carries performance obligations and bonds; replacing a subcontractor, however, can increase schedule risk.

Committee members asked whether the roofing issues would delay other trades or the critical-path schedule. Staff said the team had stepped up oversight, asked for a credible recovery schedule, and would report back; they noted that some invoice/payment disputes and altered materials could complicate the replacement path and that Siever might later pursue Young Developers for any cost differences.

Next steps: the project team will require Siever to submit a recovery schedule to target the Sept. 1 substantial-completion milestone and will report progress to the committee at the next meeting.
