Library committee approves $109,000 security package and multiple change orders; contingency use rises

Committee members voted to accept a BCM Controls security-camera proposal after project staff said, "both the vendor and the fire department confirmed that there are no costs beyond the installation costs to the library," leaving the library liable only for the installation price. The committee discussed whether to transfer funds from the construction contingency or reallocate an available temporary-facilities line to pay the installation and agreed to move forward with the package.
Separately, the committee authorized increasing the lead-paint CCD (change directive) from a prior not-to-exceed $30,000 to $45,000 to allow exterior abatement work to continue while staff verify invoices. The committee also approved CCD #10 (not to exceed $10,000) for plaster cutting and patching in the historic stair to permit required electrical conduit, and it approved Change Order #8, a bundle of PCOs (including HVAC, elevator electrical work, plumbing adjustments, acoustic-panel upgrades and minor millwork revisions) totaling $45,189.07 added to the contract.
Project staff reported contingency metrics during the meeting: $412,637 already approved in changes (about 43% used), $542,235 remaining in contingency, and an estimate that if all pending items are approved the project would have about $323,000 left. Staff later observed that, including the security package and the day's approvals, contingency usage could approach roughly 79% of the available contingency if remaining estimates are realized.
Committee members pressed staff on the distinction between construction contingency and non-construction line items (FF&E, technology) and on whether reallocated funds would leave sufficient contingency to finish construction; staff said transfers would be tracked and presented in the contract breakdown and that committee direction would determine the source for the security funds.
Votes at a glance: the committee conducted roll-call votes and approved the BCM security package, the lead-paint CCD increase to $45,000, CCD #10 (NTE $10,000), and Change Order #8 (additional $45,189.07). The committee also approved the April vendor invoice package.
