Speaking for the applicants, Jonathan Story described the proposal as a modest adjustment to allow single-family lots that are more similar to neighboring properties. "We think it's going to be a good match for the surrounding community," he said, noting proximity to San Mountain Park and the amphitheater.
Neighbors expressed concern about the expected density and house sizes. Barbara Harden, who has lived on Highway 205 North for 50 years, said she is worried the change would bring small, closely spaced homes and create noise and traffic that would alter the neighborhood’s rural character. "We were hoping to live in this property for the rest of our life," Harden said, describing the area as quiet and expressing opposition to R2.
Commissioners and planning staff clarified zoning rules after residents asked whether duplexes or apartments would be allowed under R2. Staff advised that the R2 designation discussed at the meeting was for smaller single-family lots, not apartment complexes or multi-family buildings. A participant at the hearing cited roughly 14 houses in a sketch of the plan; the applicant and staff said detailed platting and final lot counts will be worked out in later engineering and subdivision steps.
The commission voted to send its recommendation to the city council; planning staff said the council hearing will likely occur in about four to six weeks and advised residents to check with city hall for the exact date.
The recommendation to the city council is advisory; final rezoning authority rests with the council and a future public hearing will allow additional comment and details about the proposed plan.
