Des Moines County supervisors approve housing trust match, permit Burlington use of recycling containers and clear routine personnel items

The Des Moines County Board of Supervisors approved several measures during its Sept. 30 meeting, including a housing trust matching-resolution, an intergovernmental memorandum of understanding (MOU) with the city of Burlington, rural cleanup dates and multiple personnel items.
The board unanimously approved Resolution 2025-050 to report matching funds for a fiscal-year-2027 Great River Housing Trust Fund application. Staff described the program as supporting down-payment assistance, home-rehabilitation work (roofing, siding, mechanical systems) and upper-story housing conversions; staff said the county allocates the match annually and the program has supported local affordable-housing projects over many years.
The board also approved a six-month pilot memorandum of understanding with the city of Burlington for temporary use of county-owned recycling containers. County staff (Mr. Burke) told supervisors the city would assume liability, insurance and maintenance responsibilities and provide monthly usage reports; the county retains ownership of the containers and will reassess the pilot at six months.
Other approvals: the board set the countywide rural cleanup (Oct. 6–Dec. 13, 2025, or until county credits are depleted) and approved a slate of personnel actions including anniversary step increases in conservation, part-time wage adjustments, and several resignations in correctional and maintenance staff. Reports (veterans affairs) and the Sept. 23 minutes were placed on file and approved.
Votes at a glance: payroll reimbursement claims of $466.38 were approved by the board; Resolution 2025-050 (housing trust match) approved; the Burlington recycling-container MOU approved; rural cleanup dates approved; personnel items approved. Board members expressed support for the housing trust program and the recycling-container pilot and thanked staff for their work.
The board ended the regular session and moved into a work session to review a draft renewable-energy ordinance. The board expects follow-up personnel action next week to finalize IT director appointment.
