Commissioners honor former superintendent, certify broadband, adopt driveway rules and approve celebration funding

The Bedford County Board of Commissioners approved a set of noncontroversial but notable items at its May 12 meeting.
The board agreed to name the Halls Mill bridge in memory of former Highway Superintendent Stanley Smotherman after a motion from Commissioner Epperson and a second from Commissioner Johnson; the measure passed unanimously by voice vote. Commissioners also heard a recognition from William Bradford, CEO of United Communications, and James Wright, president and CEO of DREMC, celebrating Bedford County’s designation as an 8‑Gig Certified Community.
Chairman Graham put forward Scott Leonard for the Board of Equalization; the nomination was approved. The board adopted Highway Department driveway and permit guidelines outlining inspection procedures, construction and drainage standards and a $50 permit fee. The guidelines require a field inspection, a final inspection on completion, and specify materials and drainage pipe minimums.
On budget items, the commission approved $56,000 in total spending for the county’s 250th Independence Day celebrations, with the county share set at $28,000. The funding motion passed by voice vote 17–1, with Commissioner Epperson recorded as the lone vote against the full package. Line items listed in the minutes include stage, band, rides and fireworks expansion.
