On March 18, 2026, the City of Hillsdale Planning Commission tabled the public hearing on the proposed Capital Improvement Plan until April after staff and commissioners debated how best to prioritize projects.
Staff members Fry and Smith presented the CIP and asked the Commission to rank proposed capital projects according to criteria supplied by staff. No members of the public attended or commented. Commissioners Coykendall and Kniffin questioned whether the Planning Commission had sufficient expertise to assign rankings without hearing from department representatives, especially from the city’s BPU departments.
The commissioners spent substantial time discussing the ranking system itself and considered how it might be modified to better fit the City’s needs and the Commission’s capacity. The Commission recommended that each department provide an internal prioritization of their proposed projects along with brief descriptions and context for why the expenditures are needed, to give the Commission clearer information for ranking recommendations to City Council.
Commissioner Winter moved to table the public hearing until April; Commissioner Kelemen seconded. The minutes record the motion passed with “all in favor.”
Next steps: the Commission will revisit the CIP public hearing in April after departments supply internal prioritizations and explanatory material to staff and commissioners. No further action was recorded at this meeting.
