At 6:34 p.m. the council voted to enter closed session on a motion recorded as Cox/Allen; roll call votes recorded Pratt, Cox, Allen, Jackson and Minkler as voting to enter the closed session. The meeting reopened at 6:44 p.m., and a motion by Dan Allen, seconded by Rob Jackson, passed "all ayes" to proceed with Bid A.
