Commissioners endorse Quinney winter travel collaborative agreement

Lincoln County Commissioners voted May 20 to endorse a multi-stakeholder winter travel collaborative agreement for areas of the Quinney forest and to draft a formal letter of endorsement.
Scott Matheis introduced the collaborative’s work and said stakeholders — including snowmobile groups, quiet-recreation advocates and the Forest Service — negotiated a map and agreement intended to resolve long-running conflict over winter motorized use and potential wilderness recommendations. Matheis said the group reached consensus after roughly a year of facilitated meetings and that stakeholders and Forest Service planners indicated they would use the collaborative product as a preferred alternative in environmental review.
Joe, representing the Glen Lake Irrigation District, described local water-resource and mechanical-thinning objectives that are part of an allied management package. Tim Dhy and other stakeholder representatives described broad-based support from multiple user groups and conservation organizations and noted an award recognizing the collaborative’s work.
A commissioner moved and the board approved endorsing the agreement; commissioners asked staff to draft a letter and send it to Doug Ferrell, a stakeholder contact, and stakeholders said they would provide contact information.
Why it matters: The endorsement is a formal expression of county support for a negotiated approach to winter travel and forest planning that stakeholders say reduces litigation and sets management expectations in the Quinney forest travel plan process.
