Planning staff report surge in permits; comprehensive-plan edits to proceed this summer

Planning and zoning staff told the Bannock County commissioners on June 25 that permit activity has increased and that the county will begin a public-hearing sequence to finalize comprehensive-plan edits this summer.
"We have currently either permitted or under review 56 residential dwelling permits," Planning Director How Jensen told the commission, adding that the county is also handling 43 accessory-structure permits and several commercial and finishing-dwelling permits. Assistant Planning Director Tristan Borwin said the county is seeing spillover demand from the city and cited subdivisions and development interest across the county.
Jensen said staff held a six-hour workshop with the council to review a 170-page ordinance; comments were forwarded to legal for review and staff expects to begin edits and public hearings in July and August with a goal of finalizing the package by late September or early October. Borwin explained one technical change: reinstating "multiple use" in the comprehensive-plan figure so the zoning ordinance and the plan align.
Commissioners also flagged a recent letter about a proposed subdivision in Lava that may require a sewer easement through a county parcel. Planning staff asked for the referral and said they would coordinate with legal to provide recommendations.
Staff urged renewed coordination with the city on road ownership and development approaches where city and county maintenance overlap; the planning team said some sections (Venture Road, Olympus) are maintained by the city and recommended regular meetings between city and county engineering teams as development proceeds.
