Robins City Council reviews Draft 2 of FY2027 budget, discusses utility rate increases and bond sale

The City Council of the City of Robins, Iowa, met on Feb. 23, 2026, for a Fiscal Year 2027 budget work session at City Hall. Mayor Pro-Tem Mike Foley called the meeting to order at 6:00 p.m.; four councilors were present and the council approved the agenda unanimously before beginning budget discussion.
City Clerk/Treasurer Lisa Goodin presented Draft 2 of the FY2027 budget and asked councilors and department heads "to carefully review their departmental numbers and return updated worksheets by the end of the week." Goodin outlined preliminary levy figures and said staff would continue refining estimates ahead of final budget adoption.
During the discussion the council and staff addressed potential increases to sewer and water utility rates as part of the FY2027 planning process. Council members also discussed a planned Fiscal Year 2027 bond sale intended to fund capital needs; no formal vote or ordinance on rates or the bond sale was taken at the work session.
Procedural motions recorded during the meeting included approval of the agenda on a motion by Councilor Cary Smith, seconded by Councilor Leslie Hoyt, which passed unanimously (4–0). The meeting adjourned at 6:34 p.m. on a motion by Councilor Smith, seconded by Councilor Leigh Cook, also carried unanimously (4–0).
The clerk asked departments to return updated worksheets by the end of the week to ensure staff could incorporate revisions into the next budget draft; the council left further action on levy rates, utility rate adjustments and bond sale timing to subsequent meetings and formal agenda items.
