Robins City Council discusses water operations, surcharge and sewer rate realignment

City Engineer Kelli Scott told the Robins City Council on Feb. 2 that the city must transition its water utility from a retail to a wholesale model to comply with requirements from the City of Cedar Rapids and outlined two options for operations and maintenance: a private proposal from Ion Environmental Services and a municipal contract with the City of Hiawatha.
Scott said Hiawatha’s proposal includes additional services and the ability to document costs with the intent of returning operations to Robins City staff in the future. The council treated the presentations as discussion-only and requested more information before taking action.
City Clerk/Treasurer Lisa Goodin described the existing 3 percent surcharge on water bills that is currently used to fund water-utility upgrades and said capital reserves need to be strengthened for future infrastructure work. Councilors asked for additional cost information about starting a city-operated water utility; staff will provide follow-up details at a future meeting.
Scott also reviewed sewer rates, noting they have not changed since 2019, and presented hypothetical revenue scenarios to illustrate potential rate realignments. She said she is re-evaluating the city’s flow-capacity requirements in connection with the Indian Creek Sewer Project.
All three items were listed as discussion-only on the Feb. 2 agenda; no motions or votes resulted from these presentations.
Next steps for the council include additional cost estimates and staff reports to support a future decision on contracting operations or returning functions to city staff.
