Commissioners consider opioid-funded support for Hope South amid usage data

Bannock County commissioners reviewed a request from nonprofit Hope South to use opioid-designated funds to support operations, an overdose-awareness event and a recovery coach position.
Controller Christy Clauser summarized the group's request: $20,000 for operating costs (including $14,336 for rent), $3,664 for an Overdose Awareness and Recovery Fest and $32,000 for wages to cover a half-time recovery coach specializing in opioid use disorder. Clauser said the request had been submitted with program details and that county legal and staff had reviewed the materials.
Commissioners asked for usage data to justify opioid-fund use. Clauser reported recent client counts: March had 98 active individuals with 84 identified as opioid use disorder (OUD); April had 92 individuals with 76 OUD; May had 74 individuals with 65 OUD. County staff member Jonathan reviewed the numbers and recommended the requested allocation could be appropriate to use opioid funds.
Members also noted a prior $10,000 contribution from Woodcourt to the facility and asked whether that should reduce the county's opioid allocation. The board directed staff to factor prior contributions into final recommendations and to ensure requested funds comply with opioid-fund restrictions and legal requirements.
No final funding decision was made during the meeting; commissioners said they would include a recommendation on the table as part of the clerk's July 23 packet with any adjustments from staff review.
