Bannock County commissioners weigh $18.8 million capital ask as clerk's recommendation nears

Bannock County commissioners heard a high-level budget recap focused on large capital requests and department priorities, with the clerk set to deliver a formal recommendation on July 23.

Christy Clauser, the county controller, told the board the total capital ask across departments was about $18.77 million, driven in part by landfill projects (about $5 million) and significant parks and recreation and fairgrounds requests. She said some projects are roll-forwards from the current fiscal year and others would require new funding or sponsorships.

The commission spent much of the session framing priorities. Commissioners flagged the landfill scale-house and equipment rebuilds, costs to resurface the wellness complex parking, and several arena and barn projects at the fairgrounds as competing needs. Commissioner discussion repeatedly returned to the trade-off between general county operational capital and recreational or event-related investments.

Board members asked departments for more detailed cost breakdowns and timelines before committing county funds. Clauser noted some items could be rolled forward if delivery or construction timelines slip; commissioners asked staff to provide options that would allow staged work rather than all-at-once spending.

The board also agreed to ask for more granular information on vehicle and equipment inventories, project sponsorship prospects for fairgrounds work and whether parts of some projects could be covered by trust, insurance or non-county partners. Clauser said the clerk's recommendation on July 23 will reflect these follow-ups; the final budget is scheduled for adoption at the commissioners' August 2 meeting.

The hearing closed with members scheduling a budget recap and possible executive session next Tuesday to refine sensitive personnel and compensation items before the clerk's recommendation.
