Robins council advances water contract, directs surcharge increase and approves routine resolutions

At its Feb. 16 meeting, the City of Robins City Council approved several routine measures and gave staff direction on water utility operations and funding.
On old business, City Engineer Kelli Scott presented options for contracting water utility operation and maintenance services and the Council voted to proceed with drafting a contract with the City of Hiawatha. Scott also presented options for a water surcharge: the current 3% surcharge and a proposed increase to 10%, which she said would generate about $60,000 annually for the water fund. The Council directed staff to prepare a resolution for the March 2, 2026 meeting to increase the surcharge from 3% to 10%.
The Council took no formal action on sewer rate alignment, asking staff to continue financial modeling for potential adjustments. On code enforcement and public works matters, discussion continued about Chapter 71 (sidewalk snow removal): City Attorney Holly Corkery warned that assuming sidewalk clearing could increase liability exposure and Council members discussed geographic limits and budget impacts; no formal action was taken.
In other business, the Council approved Resolution No. 0226-8 authorizing amendments to the $10,000,000 Private School Revenue Bonds (Xavier School Project) and Resolution No. 0226-9 to set a public hearing for the Fiscal Year 2027 general levy. The consent agenda (minutes and bills) and Resolution No. 0226-6 authorizing expenditure of Special Events funds were also approved.
Council comments closed with reports from Mayor Chuck Hinz and City Engineer Kelli Scott on a productive MPO trip to Washington, D.C., focused in part on the Tower Terrace Road extension. The meeting adjourned at 8:09 p.m.
