Beaman council adopts FY2026 budget amendment, approves Ragbria vendor fees and donation, and rejects nuisance action

Beaman — The Beaman City Council on May 14 approved a resolution adopting a FY2026 budget amendment after opening and immediately closing a public hearing with no oral or written comments, and took several event- and administration-related actions before adjourning at 7:12 p.m.

The council adopted RES 2026-04 approving the FY2026 budget amendment on a motion by Council Member Brandon Schleisman, seconded by Council Member Jason Scafferi. The recorded ayes were Schleisman, Scafferi, Rhonda Rego and Hoss Tompkins. Mayor Mindy Ashton opened the public hearing on the amendment and reported no public comment before the council voted.

Council also approved reimbursing City Clerk Denise Hoy $200 for a personal expense tied to a memorial hall reservation cancellation related to the city’s Memorial Day activities. That motion was moved by Council Member Rhonda Rego and seconded by Brandon Schleisman; the motion passed (ayes: 4).

In event business, the council approved a vendor application and $200 fee for Ragbria 2026 on a motion by Barry Brockman, seconded by Jason Scafferi; the motion passed unanimously. The council also voted to give a charitable contribution to the Beaman Betterment Club matching vendor fees collected for Ragbria 2026; that motion was moved by Rhonda Rego and seconded by Barry Brockman and carried on a unanimous vote (Rego, Brockman, Scafferi, Schleisman, Tompkins).

On property enforcement, Council Member Barry Brockman moved, and Rhonda Rego seconded, to begin the "657 A" process on the property at 211 McMartin Street, owned by Calvin and Linda Woosley; the motion failed with one aye and four nays. Following that vote the council asked Clerk Denise Hoy to investigate whether long-standing piles of brush and branches at unspecified locations meet the criteria for nuisance proceedings.

Financial reporting in the meeting packet showed total claims of $64,636.68 for the period April 10 to May 14, 2026, and total receipts of $47,021.64 across funds (General Fund receipts $34,614.07; Road Use Tax $1,635.03; Water Fund $4,247.23; Sewer Fund $2,501.16). Notable line items in the claims list included Angell Landscaping and Garden Center ($10,333.36); a Beaman Betterment Club reimbursement of $14,145.00 for the 150th celebration; an Iowa Finance Authority water revenue bond payment ($7,647.50); and a Farmers Savings Bank note payment ($8,133.75). The packet also listed routine payroll and service charges and an informational note that the city was not awarded the Plant Iowa Beautiful grant.

In committee reports, the fire department renewed the Gator lease; maintenance reported ongoing street work and that staff are obtaining seal coat bids; water and sewer reported lagoon float replacements; and a Homes for Iowa project update noted that Boulder Contracting expects to begin basement work by the end of May.

With no further business, Mayor Mindy Ashton adjourned the meeting at 7:12 p.m.
