Councilors discussed long-term capital planning for the Indian Creek sewer project; only 4 of 20 project segments are complete. Discussion focused on financing approaches, including revenue bonds (which align repayment with utility users) versus general obligation bonds (which rely on property tax capacity). Councilor Bruce Vander Sanden emphasized phased rate adjustments and noted transition to water-usage-based billing is forthcoming but not sufficient to close current funding gaps.
Speer Financial was engaged to prepare a formal sewer rate analysis to project required adjustments and ensure adequate debt coverage and capital reserves. No formal rate change was adopted at the March 2 meeting.
