Salem Township board accepts BCO resignation, hires new inspector and adopts resolution on third‑party inspections

The action came during a meeting convened at 9:00 a.m. at the Salem Township Municipal Building in Greensburg to address the township’s Building Code Official vacancy and related permitting arrangements. Supervisor Bob Zundel moved to accept Jobe’s resignation; Supervisor Todd Paulich seconded the motion, and Supervisors Kerry Jobe, Zundel and Paulich voted in favor. The board noted receipt of a Termination of Agreement letter from Jobe dated Jan. 26, 2026.
Supervisor Todd Paulich moved to hire Merle Musick of American Building Inspection Services, Inc. as Salem Township’s Building Code Official; Supervisor Bob Zundel seconded the motion, which passed unanimously. The board said the township’s fee arrangement with American Building Inspection Services will follow an 80/20 split under which Salem will receive 20% of building permit fees and the inspection firm will retain 80%. The board also noted that Musick serves as a full‑time building code official for Unity Township and performs inspections in Derry, Scottdale and Cook Township; he will also take on work in Loyalhanna.
The supervisors then approved Resolution No. 10‑2026, which the resolution text says retains a third‑party inspection agency to issue permits, conduct plan reviews and inspections, and to administer and enforce Salem Township Ordinance No. 05‑2004, and establishes permitting and inspection fees. Supervisor Bob Zundel moved the resolution and Supervisor Todd Paulich seconded; all three supervisors voted to adopt it.

The meeting adjourned at 9:24 a.m. Supervisor Bob Zundel moved to adjourn; Supervisor Todd Paulich seconded. The board scheduled a special meeting for March 5, 2026 at 9:00 a.m., another special meeting March 17 at 10:00 a.m., and the regular meeting March 18, 2026 at 7:00 p.m. at the municipal building. The supervisors discussed adding purchase of an Emergency Management Vehicle to the March 5 agenda.
