Salem advances multiple waterline projects, awards engineering work for Kennan Drive

Salem Township supervisors on Jan. 21 accepted state grant awards and approved engineering work to advance several waterline and sewer projects serving township neighborhoods.
The board acknowledged a $350,000 LSA grant award for the Tucker Road waterline extension and authorized the project scope to match the award. Separately, Kerry Jobe said the township received a $340,000 award for an Apple/Tower Lanes waterline project through the Small Sewer and Water program; that award will cover a large portion of an estimated $400,000‑plus project.
Residents from Kennan Drive told the board they have awaited water since 2015; Greg Bosich said project cost estimates have risen from about $188,000 in 2015 to more than $500,000. The supervisors approved a $12,000 engineering proposal from Morris Knowles & Associates for the Kennan Drive extension, and Todd Paulich said the township intends to run a waterline from Kennan to Orrs using township crews and equipment and may hire two to three part‑time workers for the job. Kerry Jobe cautioned that the new line will begin as a low‑pressure service and said whether tap‑in is mandatory for residents was not yet certain.
On developer assurance, the board approved reducing Bayt Development LLC’s Irrevocable Letter of Credit for the Salem Ridge subdivision from $352,368.19 to $230,642.04 after the township engineer, Victor P. Regola of Victor P. Regola and Associates (the township engineer firm), confirmed quantities, construction observation and sanitary sewer testing.
The board also approved Resolution #6‑2026 to set 2026 sewage rental rates; Kerry Jobe noted FTMSA’s rate fell by $0.29, producing a final listed sewage charge of $73.70.
All motions were approved unanimously. The board directed staff to proceed with engineering and permitting steps and to return with implementation schedules and cost‑share information where applicable.
