The Salem Township Planning Commission accepted the Penn Home & Farm Plan of Lots application as complete on Jan. 7, 2026, but identified several required corrections and requested that the Board of Supervisors consider a written modification to maintain a 25-foot setback.
Commissioners and staff noted that the application was missing a tax map parcel number and the total post-development acreage; a calculation error was flagged for tax parcel 57-12-00-0-021 (listed as 10.03 but should be 10.3). The commission also requested that the owners provide their names and addresses on the plan, correct the Delmont ZIP code to 15626, obtain a driveway permit for Mark Drive access, amend the Owner Certification per drafting requirements, and add a revision number and date to the plan.
Solicitor Ryan Thomas advised that a setback modification cannot be grandfathered under the SALDO and recommended the Planning Commission request the modification separate from other conditions so the Board of Supervisors can act on it at their Jan. 21 meeting. The commission voted to request a written modification to keep the 25-foot setback shown in the Garden Court Plan of Lots; the SALDO requires 30 feet.
The plan also should include a note referencing the Township's vacation of a prior 50-foot roadway area by Ordinance 02-2025, which was recorded in Westmoreland County at Instrument No. 202510160028759, per the commission's requested plan note.
