Salem Township adopts weight-restriction ordinance after Quarry Drive complaints

Salem Township supervisors unanimously enacted Ordinance No. 2-2026 on Feb. 24, 2026, to add additional roadways to the township's weight-restricted list after residents raised concerns about heavy hauling damaging Quarry Drive.
Kerry Jobe, a Salem Township supervisor, said the change responds to local complaints but will not block ordinary local deliveries. "It will not be a problem because it is considered local delivery," Jobe said during the meeting. Supervisors noted that farmers are exempt from the restriction.
The board opened the topic after a motion by Bob Zundel, seconded by Todd Paulich, to discuss enacting an amendment to Restricted Roadways Ordinance No. 1-2024 (Exhibit A). Residents at the meeting, including Chad Shifko, said large amounts of dirt had been hauled onto property along Quarry Drive and that the activity was damaging the road. Todd Paulich said he visited the site and advised Shifko to stop because Quarry Drive is posted with a 10-ton weight limit and should have been bonded; he said the road is posted but was not yet on the township's restricted-road list, which prompted the special meeting.
Resident Tim Kepple asked how the township would distinguish local delivery from ongoing commercial hauling and whether enforcement would apply to an existing business named Orrs. "Orrs is a pre-existing business," Jobe said; "we can't shut them down." He characterized the difference as occasional trucks for local delivery versus repeated commercial hauling.
Resident Eric Hageder asked whether the township had audited all roads for weight restrictions. Paulich said they had not completed an audit and that "we will add more down the road." The board voted first to approve the motion to discuss the ordinance and then to enact Ordinance No. 2-2026; each vote was unanimous, with Kerry Jobe, Bob Zundel and Todd Paulich recorded in favor.
The meeting closed with an approved motion to adjourn. Supervisors scheduled a special meeting for Feb. 26, 2026, to hire a building code official and announced a special meeting on March 5, 2026, at 9 a.m. and the regular meeting March 18, 2026, at 7 p.m. at the Salem Township Municipal Building.
