Sac City Council adopts resolution to set hearing on proposed HCI development agreement

The Sac City Council on Tuesday adopted Resolution No. 2025-01 to set a date for a meeting at which the council will consider approving a development agreement with HCI, Inc., including annual appropriation tax-increment payments.
Teresa Bruening introduced the resolution. Bob Murley moved the measure and Larry Mahler seconded. A roll-call vote recorded Ayes: Kayla Shull, Teresa Bruening, Tom Lownik, Larry Mahler and Bob Murley; Nays: None. The resolution was identified in the meeting as “Resolution Setting a Date of Meeting at Which it is proposed to approve a Development Agreement with HCI, Inc, Including Annual Appropriation Tax Increment Payments” (Resolution No. 2025-01).
Separately during the same portion of the agenda the council approved payment of an invoice from Olsson for $10,357.56. The motion to approve Olsson’s bill was recorded as adopted by roll call (Ayes: Lownik, Mahler, Murley, Shull, Bruening).
The meeting packet listed the vendor claims and disbursements submitted for approval; the council recorded a cumulative total of $422,614.48 in funds under receipts and disbursements. The resolution sets only the date for the later consideration of the HCI agreement; no development agreement was approved on Jan. 14.
The council is expected to set the specific hearing date at a later meeting when terms of a development agreement will be before the body for formal approval.
