Sac City Council approves urban renewal tax division, authorizes housing transfer proposal and seasonal hires

The Sac City Council met Feb. 11 in the Council Chambers and approved a package of ordinances, resolutions and personnel actions that the council said will advance local housing and recreation plans.
Council unanimously approved the second reading of Ordinance No. 2025-332, “An Ordinance Providing for the Division of Taxes Levied on Taxable Property in the 2024 Sac City College Addition Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa,” and voted to waive the third reading so the ordinance may proceed. The motion for the second reading was made by Councilmember Teresa Bruening and seconded by Councilmember Larry Mahler; the waiver was moved by Councilmember Bob Murley and seconded by Bruening. Roll call votes were recorded as Ayes: Lownik, Mahler, Murley, Shull, Bruening; Nays: None.
The council also approved Resolution No. 2025-04, which sets a public hearing on a proposed real estate conveyance. The resolution was introduced by Councilmember Teresa Bruening; Councilmember Larry Mahler moved approval and Bob Murley seconded. The motion passed unanimously.
On a separate motion moved by Bob Murley and seconded by Larry Mahler, the council directed staff to draft and present a proposal to the Sac Development Corporation to potentially transfer housing development lots to that entity. Councilmembers voted unanimously in favor.
The council approved hiring an aquatic center manager for the 2025 season with a 3% pay increase over the 2024 season, and authorized advertising for lifeguards and for summer help. Teresa Bruening moved the hiring and advertising actions; Larry Mahler seconded; all votes were recorded as Ayes: Lownik, Mahler, Murley, Shull, Bruening.
The consent agenda — which included approval of the meeting agenda, minutes of the Jan. 22 special meeting and Jan. 28 regular meeting, and a claims list — was approved on a motion by Bruening and seconded by Mahler. The claims list included multiple vendor payments and totaled $138,690.58.
The meeting closed with a council forum and an adjournment motion by Bruening, seconded by Murley; the session ended at 5:42 p.m.
What happens next: The public hearing set by Resolution No. 2025-04 will be noticed and held at the date specified in that resolution; the ordinance and personnel actions will move forward per council direction.
