Sabula council approves CDBG application, signs off on related policies and forms

The moves advance the city’s effort to seek federal funds for water and sewer improvements.
The Sabula City Council on March 24 approved the city’s application for a Community Development Block Grant (CDBG) to fund wastewater treatment facility improvements and adopted a package of policies and forms required for the grant application.
Amanda Dupont, grants coordinator for the East Central Intergovernmental Association, met with the council to review the grant status and said she was present to ensure the required paperwork was approved and to answer questions. Shortly afterward the council approved Resolution No. 1388 to submit the CDBG water and sewer application for wastewater treatment facility improvements (motion by Mike O’Hara, seconded by Jeremy Diercks). The motion carried with all ayes.
Council then adopted Resolution No. 1389 (Community Development and Housing Needs Assessment) and a set of administrative and civil-rights policies the city must include with the application: an Affirmative Fair Housing Policy (Res. 1390), a Code of Conduct Policy (Res. 1391), a Residential Anti-Displacement and Relocation Assistance Policy, an Equal Opportunity Policy Statement (Res. 1392), an Excessive Force Policy (Res. 1393), a Language Access Plan (Res. 1394) and CDBG Procurement Policies & Procedures (Res. 1395). Each resolution was approved by voice vote; council members recorded unanimous support.
The council also authorized Mayor Curtis Johnson to sign CDBG application forms including the Certificate of Compliance, HUD-424B Federal Assurances, HUD-2880 Applicant Disclosure and the Acknowledgement of Environmental Review, clearing procedural steps required to move the application forward.
Council members set a public hearing date separate from the CDBG items for the FY26/27 budget on April 28, 2026. The council placed routine department reports and consent-agenda items on file before adjourning.
What’s next: the city will submit the signed CDBG forms and continue coordination with ECIA and federal reviewers as the application proceeds through the grant process.
