Board approves personnel, policy and finance slate; opens and closes public hearing on superintendent contract with no public comment

The Freehold Township Board of Education approved a consolidated slate of personnel and policy motions and a finance slate that included bills and claims, transfers and multiple contracts, and then opened and closed a public hearing on a proposed five-year addendum to the superintendent's contract with no members of the public speaking.

During the meeting the board moved multiple agenda items as a group: personnel actions (retirements, resignations, new hires, substitutes, assignment changes and related personnel motions), first and second readings of policies and regulations, school security drill statements of assurance, affirmations of bullying investigation findings, ESY and summer staffing and volunteer lists, and procedural items in personnel and communications. The motion was presented and a roll call was used for voting; trustees were asked to identify any items they wished to abstain from.

The finance, facilities and transportation committee presented its slate covering referenda projects, bills and claims (the presenter cited an amount of $6,595,933 in bills and claims), transfers, FY2026 grants (including Title 3), surplus property disposition, and a set of contracts and professional services (including CDW-G, Foley Incorporated and Nelson Ford). The presenter said year-end surplus estimates remain provisional while final payroll and invoices are processed; he said the district's final surplus is expected to be lower than in prior years and gave a rough range of $500,000 to $1,000,000 as an estimate, subject to final accounting and possible extraordinary aid expected in July.

Robert Dvita, identified in the meeting as the school business administrator/board secretary, read the required certification that "as of May 31, 2026 no line item has been overextended" and cited NJAC 6A:23A-16.10(c)(3) in support of available funds to meet district obligations.

The board opened a public hearing on the superintendent's proposed five-year contract addendum (July 1, 2026'June 30, 2031); the board cited the Open Public Meetings Act (NJSA 10:4-12b) when explaining public-comment procedures and said copies of the proposed addendum were available on the district website and from the board secretary. The hearing was opened and closed with no public speakers recorded.

Before adjourning to executive session, the board announced two closed sessions: the first, anticipated to last about 30 minutes, where action may be taken publicly afterward; and a second executive session to follow where no public action was expected. The stated topics for closed session included personnel matters, the superintendent contract and pending or anticipated litigation including a construction claim; NJSA 10:4-12b exceptions were cited.

No formal public comments were received during the two public-participation opportunities recorded in the transcript.
