Orange County BOER approves 2026 hearing dates, accepts consent agenda and orders neighborhood analysis

The Orange County Board of Equalization and Review met April 30 and unanimously approved its calendar of hearing dates for May and June and accepted a consent agenda that included one 2025 appeal.
Chair Leon Meyers called the meeting to order at 1:00 p.m. and confirmed a quorum of three members: Meyers, Saru Salvi and Richal Vanhook. The board recorded the completion of oath-of-office paperwork for the 2026 appeals year.
During the motions portion of the agenda, the board passed three unanimous motions (3–0–0): to accept the consent agenda, to approve the proposed 2026 BOER hearing dates, and to authorize Deputy Tax Assessor Chad Phillips to produce an analysis of neighborhoods 7418 and 7492 and return recommendations to the BOER. The motions were moved and seconded as recorded in the minutes (consent agenda moved by Vanhook, seconded by Salvi; hearing dates moved by Salvi, seconded by Vanhook; neighborhood analysis motion moved by Salvi, seconded by Vanhook).
The board assigned several follow-up tasks with May target dates: Staff Attorney Martha Bordogna will draft a document clarifying where 'good cause' applies for late filings; Chief Appraiser Kelly Wells will rework appellant scheduling communications; Chair Meyers will contact a contractor about installing an evidence display monitor; and Deputy Tax Assessor Chad Phillips will prepare the neighborhood analysis for BOER review.
The BOER set its next meeting for May 26, 2026, at 1:00 p.m. in the Tax Conference Room 314 at Gateway Center, 228 Churton Street, Hillsborough. The meeting adjourned at 2:46 p.m.
