Mount Vernon council approves transfers, sidewalk improvements, fee schedule changes and $1.25M in claims

At its June 16 meeting, the Mount Vernon City Council approved several fiscal and administrative actions: final fiscal-year transfers to cover TIF developer payments and to zero out funds (Resolution #6-16-2025A); authorization to begin bidding for 2025 sidewalk improvements (Resolution #6-16-2025B); disposal of municipal property per Exhibit A (Resolution #6-16-2025D); and amendments to the City fee schedule for FY2025-26 (Resolution #6-16-2025E) reflecting inflationary adjustments and wage-related cost pressures.
The council also approved the Claims List totaling $1,248,626.46. Significant entries included a Woodruff Construction pay application for the pool renovation at $536,585.79, payroll of $152,099.08, and multiple TIF rebate payments. Motions to approve the respective resolutions and the claims list were recorded as carried; votes were roll call yes with Councilmembers Tuerler and West absent.
Additionally, council authorized purchase of a John Deere 72" zero-turn mower not to exceed $21,000, with payment to be made in the next fiscal year. The council set a public hearing for July 7, 2025 to consider an amendment to Chapter 91 (Water Meters) establishing a sewer surcharge for non-compliant accounts; staff reported about 30 locations remain to complete voluntary meter replacement and the surcharge would cover manual/estimated read costs.
The Park Audit Review was tabled, and routine departmental reports were received and filed. The meeting adjourned at 7:22 p.m.
