Mount Vernon council approves equipment disposal, claims, pay application, pool surveillance and extends early-retiree coverage to spouses

The Mount Vernon City Council on May 19 approved several operational and policy measures, including disposal of surplus equipment, vendor payments, project pay applications, and a change to the city's early-retiree insurance practice.
Council approved Resolution #5-19-2025C directing disposal of miscellaneous park, LBC and pool equipment. The City reported that the City of Anamosa will buy a portion of the pool chairs and that other items will be offered on GOV Deals or disposed of. The resolution passed on a motion by Councilmember West, seconded by Engel; the vote was unanimous.
On routine finance items, Council approved the claims list and received a detailed payroll and vendor payment ledger showing total disbursements of $370,461.32. Separately, Council approved Pay Application #1 for the Uptown Lighting Improvement in the amount of $212,604.78 after being told the project has made significant progress and that lights were scheduled for delivery and installation next week; the motion was made by Tuerler and seconded by West.
For pool renovations, staff recommended and the Council approved an audio and surveillance equipment installation from RC Tech in the amount of $9,573.55; the motion was made by Engel and seconded by Andresen. The action authorizes procurement consistent with the approved pool renovation plan.
The Council also considered retiree coverage under Iowa Code 509(A), which allows employers to offer continued health, dental and vision coverage to qualifying early retirees. Council members agreed this is a beneficial option offered at no cost to the City and voted to extend the early-retiree guidelines to include the retiree's spouse; the motion was made by Rose and seconded by Tuerler. Minutes note that a future Council could revisit the policy.
