Council adopts fee schedule updates including parks and cemetery changes and a CPI adjustment to school impact fee

The Enumclaw City Council adopted Resolution 1879, which updates the city's fee schedule to reflect Parks Department program options, cemetery fee changes and a 3.1% consumer-price-index adjustment to the school impact fee.

Parks and Recreation Director Alina Hibbs told council the park proposals include offering a lower-frequency option for the aquatic center swim-team program as an affordability measure alongside the existing three-day program. "Our 3 day a week program is $276 for 3 days a week," Hibbs said, and staff presented a packet that shows the proposed two-day option intended to broaden access.

City staff also described updates to cemetery pricing driven by operations, maintenance costs and diminishing availability in certain mausoleum sections; Weeks Funeral Home and staff had worked on the layout of changes. Chris Vaseline explained the fee resolution includes a 3.1% adjustment to the school impact fee based on the CPI for the Seattle-Tacoma-Bellevue area; staff implemented the change on April 1 and brought paperwork to align permit records with that automatic adjustment.

Council received notice of an email from the school district expressing concern that the city had not adopted the district's calculated school impact fee; staff replied that the CPI-based update followed council policy and that staff will review the district's capital facilities plan after board approval and return with a recommendation if a deviation is warranted.

Council moved, seconded and voted to adopt Resolution 1879; the clerk recorded the resolution as passed. Staff noted some cemetery items were presented to council without committee review because cemetery-board quorum issues would have delayed action and Weeks Funeral Home would have been penalized by waiting.
