Mount Pleasant council adopts amended Urban Revitalization Plan after hearing with no objections

The Mount Pleasant City Council unanimously adopted a Second Amended and Restated Mount Pleasant Urban Revitalization Plan on Dec. 13, 2023.
At a public hearing opened at 5:44 p.m., City Clerk Lori Davis reported that "zero (0) written objections had been filed," and no oral objections were made before the hearing was closed. Councilmember Griffith introduced Resolution No. 2023-92, which the Council approved by a 6-0 roll call vote. Ayes were recorded for Engberg, Crull, White, Griffith, Batty and McWilliams; there were no nay votes.
The resolution cites Iowa Code Chapter 404 and states the plan’s purpose is to extend the plan’s duration and to reflect recent changes to that chapter of state law. Under the adopted resolution the City Clerk is directed to file a certified copy of the Plan and the resolution with the County Assessor.
The plan affects areas previously designated as the Mount Pleasant Urban Revitalization Area and continues the city’s framework for property tax incentives and other revitalization tools authorized under state law. The Council’s action follows the public-notice process required by statute and no objections were recorded during the hearing.
The measure was presented and adopted as Resolution No. 2023-92; the next administrative step is filing the adopted plan with the County Assessor as directed by the resolution.
