Zeeland council authorizes SCADA switch purchase, adopts tax-collection ordinance and approves murals, parking easements

The Zeeland Common Council on May 18 approved several administrative and procurement items, acting unanimously on a range of measures that included an infrastructure procurement, an ordinance change for unpaid special assessments, two public-art agreements and two parking-easement amendments.
Council approved a purchase of replacement BPW SCADA network switches and related fiber modules from Express Systems and Peripherals Inc. in an amount not to exceed $22,207.50, with the purchase designated as a sole-source procurement and made contingent on subsequent approval by the Board of Public Works. IT Director Tim Maloney told the council that the replacement is part of lifecycle planning for critical SCADA communications and that lead times prompted presenting the item to council prior to BPW action; capital funds of $36,000 had been allocated previously for the project.
Council adopted an ordinance amendment allowing unpaid special assessment installments to be placed on the associated parcel’s real property tax bill for collection and permitting a service fee equal to the greater of $25 or 5% of the unpaid installment. Staff said the city has very few delinquent special assessments (less than $1,000 outstanding) but recommended the change to provide an additional collection mechanism consistent with state law.
On public art, the council approved a 2026 Visser Artwork License Agreement with Zeeland Hardware Etc., LLC and a 2026 Artwork Agreement with local artist Krista Arendsen for a mural at 122 E. Main Avenue. Staff said the city budgeted $25,000 for the mural program, that Arendsen’s proposal will use about $14,500 of that allocation, and that a second mural finalist will be presented later. Council also approved easement addenda with First Christian Reformed Church and Second Reformed Church to increase the city’s share of snowplowing and maintenance costs to 85% (an estimated additional $1,404.35 and $1,214.06 respectively based on last winter’s costs) to reflect greater weekday use of the lots.
All listed motions passed with every councilmember voting aye. The meeting adjourned at 7:31 p.m.
