The Shelby City Council voted on March 18 to contract with Swipco to complete a Housing Needs Assessment for $7,000 and to assist the city with an application for the Thriving Communities designation for $3,000. Councilmember Karen Schlueter moved the action and Pat Honeywell seconded; the motion passed by roll call (all ayes).
Erin Hudson of Swipco was present at the meeting and will coordinate the assessment and the application with city staff. The meeting minutes describe the Thriving Communities initiative as a program that recognizes communities leveraging innovative methods to attract housing opportunities for their workforce; the council authorized the city to pursue that designation with Swipco’s assistance.
The council did not record additional budget authorization steps beyond the motion; staff will proceed with the contracted work and application steps.
