Shelby council approves consulting contracts, downtown grant and schedules separate property tax-levy hearing

The Shelby City Council on Feb. 4 approved several contracts and grants, unanimously approved a volunteer firefighter applicant pending background and physical checks, and set the Property Tax Levy Public Hearing for April 1, 2025.
Councilmember Pat Honeywell moved to approve the meeting agenda and led most of the consent motions; Councilmember Todd Frank and Councilmember Karen Schlueter seconded various items. On roll-call votes recorded in the minutes the motions passed with all present members voting aye (Traci True, Pat Honeywell, Todd Frank and Karen Schlueter; Jackie Hursey was absent).
Among the approved items, the council authorized a six-month economic development consulting contract with Rick Allely for $12,000, ending July 2025. The council also approved a professional services agreement with Veenstra & Kimm for the M_16 HMA Overlay project, not to exceed $35,000.
The council approved an economic grant to support improvement and rehabilitation of downtown buildings submitted by Alex Parra for the business Desperados, approximately $17,500. Council records show the grant was included in the consent agenda and passed by unanimous roll call.
The council approved the volunteer firefighter application of Orta Radames of 102 Station Street; the approval is contingent on a completed physical and background check.
On the calendar, council members voted to hold the separate Property Tax Levy Public Hearing on April 1, 2025, citing state code that requires the levy hearing be held apart from other council business.
The council then voted to adjourn to a closed session at 8:10 p.m. to discuss real estate acquisition under Iowa law 21.5 j; the meeting record shows the council reconvened at 9:30 p.m. and took no further action before adjourning at 9:35 p.m.
