Dodge County awards bridge contract, reviews railroad crossing plans and reports road repair concerns after blizzard

The Dodge County Board of Supervisors accepted Highway Superintendent Scott Huppert’s recommendation to award Project C‑27 — a bridge replacement involving twin 12‑by‑6‑by‑68‑foot concrete box culverts — to A & R Construction Co. of Plainview, Nebraska, after receiving eleven bids.
Superintendent Huppert also explained a work order with Speece Lewis (Bowman Company) for engineering the Shoreline Drive railroad crossing. Huppert said Union Pacific Railroad required county engineers to prepare the plans and indicated the county might be responsible for maintenance of crossing lights and gates; he relayed that Nebraska Department of Transportation staff told him state law does not make counties responsible and that the State would pay those costs.
Huppert reported ongoing FEMA bank stabilization projects, ditch cleaning as weather permits, pothole patching and crack sealing after the March 19 blizzard. During inspection of the Old Highway 275 asphalt overlay (milling) project, Huppert and the project engineer found debris — gloves, pop cans, plastic sheets and mud — mixed into milled material. He said the contract allows the county to recoup up to 5% of the project cost if dissatisfied; Huppert and the engineer planned a meeting with the contractor to resolve the issue.
The Board received the highway updates and approved the contract award and engineering agreement; Huppert indicated potential state reimbursement for engineering costs and noted further work remains on decking replacement for the Ridgeland Avenue bridge under the State Bridge Program.
