Stamford School District board approves six policies under suspension of rules before new school year

The Stamford School District Board of Education approved six revised policies under a suspension of the rules at a special meeting on Aug. 13, allowing the measures to take effect before the new school year begins.

The board convened with seven members present and moved quickly through the agenda, voting to adopt policies on Title IX procedures, suspension and expulsion/due process, graduation requirements, reports of suspected abuse or neglect, use of movies, and assignment of students to schools.

The most substantive discussion centered on revisions to the district’s graduation requirements (Resolution O 8 13 24:55). Board member Amy offered a brief amendment to add a required "first year seminar" for students entering ninth grade. Amy read the added language aloud: "Students entering high school in the 9th grade will be enrolled in 1st year seminar. If a student does not pass this course, they will not receive credit. However, the student is not required to retake this course." The amendment was included in the final policy language and the board approved the resolution unanimously, 7–0–0.

Board member Munshi South said the added language "addresses my concern that it's stated in the policy," while another board member said the change "doesn't address my concern about first year seminar's existence," indicating that broader questions about implementing or offering the course were not resolved during the meeting.

Other resolutions passed with recorded tallies. Resolution O 8 13 24:53 (policy 4000.1, Title IX) and O 8 13 24:54 (policy 5131, suspension and expulsion/due process) each passed by recorded voice/hand vote, 6–1–0. Resolutions O 8 13 24:56 (policy 4113, reports of suspected abuse or neglect), O 8 13 24:57 (policy 6177, use of movies), and O 8 13 24:58 (policy 5117, assignment of students to schools) passed unanimously, 7–0–0.

Chair said the meeting "was the best meeting I ever chaired" and, after a brief closing, the board moved to adjourn. All the approved policies will go into effect immediately under the suspension of the rules unless otherwise amended in a future session.

What remains unresolved

Board members approved the text adding a first year seminar to graduation requirements, but at least one member said that inclusion in the policy did not resolve the larger question of whether and how the seminar will be implemented districtwide. The transcript records that implementation details and concerns about the seminar's existence were deferred for later discussion.

The board adjourned after completing the agenda and will return to regular or committee meetings as scheduled.
