During its March 5 meeting, the Dodge County Board of Supervisors took several administrative actions affecting county operations and economic development.
The board unanimously approved a Master Human Resources Outsourcing Agreement with Zelle, LLC. Supervisor Beam said Zelle will review the county’s employee handbook and job descriptions, provide human resources services and assign on‑site personnel one to two days per week; Dodge County obligated $48,000 in ARPA funds to pay for the services and agreed to review Zelle’s services 60 days prior to contract renewal.
The board also accepted the Fremont & Dodge County Convention & Visitors Bureau Advisory Committee’s recommendation to award $10,000 to MainStreet of Fremont, Inc. to support a seven‑event calendar in 2025. Molly Paden, CVB executive director, told the board the funding is the organization’s annual sponsorship request.
Separately, the board unanimously appointed Scott Huppert as the 2025 Dodge County Highway Superintendent (Class A License S‑1402) to serve Jan. 1 through Dec. 31, 2025.
The minutes show the board approved these matters by unanimous vote and did not attach additional contingencies beyond the planned 60‑day review for the HR contract.
