Council approves drafting dissolution for Cemetery Association, authorizes Thomas Foundation grant application via 501(c)

Pam Gerdes and Lawrence Mallam attended to discuss the Cemetery Association’s status. City Attorney Andy Carothers explained statutory requirements for association dissolution and told the council current cemetery board members would retain their responsibilities during the dissolution process. On a motion by Councilperson Sue Sapp, seconded by Max Allen, the council approved having Attorney Carothers draft articles of dissolution for the Cemetery Association; the motion carried 4-0.
During the same discussion Gerdes asked about applying for a Thomas Foundation grant. Attorney Carothers advised the council that the grant must be submitted by a 501(c) organization and that the 501(c) would name the city as the grant applicant. Councilperson Max Allen moved and Neil Van Boening seconded to proceed with a Thomas Foundation grant application under that structure; the motion carried 4-0.
No dollar amounts, deadlines, or the identity of a 501(c) applicant were recorded in the minutes. The council’s approvals authorize the attorney to prepare dissolution documents and authorize staff and community partners to pursue the Thomas Foundation grant under the 501(c) arrangement, with further details and any final approvals to return to the council.
