Rye committee approves hiring staff to apply for $5,000 grant for public outreach on Cottage Courts and CLDs

The Long Range Planning Committee on June 4 unanimously approved hiring Maddie DiIonno to prepare an NHHRP 2.1 grant application for roughly $5,000 to pay for additional public outreach on Cottage Court and Conservation Land Development (CLD) concepts.

Why it matters: Committee members said public feedback raised concerns that Cottage Court prototypes could conflict with community character and infrastructure capacity. The small turnout at a recent workshop (14 people) and vocal concerns convinced the group more public education and engagement are needed before any ordinance changes.

What the committee heard: Members reviewed workshop feedback that described worries about density, infrastructure impacts and the fit of Cottage Courts within existing neighborhoods. The committee emphasized the need for substantial public outreach to explain ordinance thresholds and infrastructure requirements; Bedford's Cottage Court ordinance was discussed as a possible model for thresholds and implementation timing.

Other ordinance work: The committee also reviewed retirement community development and manufactured housing ordinances. Patricia Losik reported she performed a preliminary scan and members concluded the likely changes would be minor structural updates to align with RSA requirements rather than new policy direction; the group stressed public education on those items as well.

Next steps: Staff will prepare a one-page memorandum summarizing the May 19 public engagement meeting for grant documentation, share CLD and Cottage Court models with consultants, and proceed with the grant application work. The committee set a tentative two-hour modeling meeting for June 23 or 24 and said it will avoid making immediate ordinance changes to prevent public confusion.
