Minutes and claims: A motion by Max Allen, seconded by Sue Sapp, approved the minutes of the prior meeting (carried 4-0). The council approved claims and payroll while excluding three checks for separate consideration (motion by Max Allen, seconded by Curt Oblinger; carried 4-0). The council then approved each excluded check in separate motions: check #29933 (motion carried 3-0 with Max Allen abstaining), check #29939 (carried 3-0 with Neil Van Boening abstaining), and check #29947 (carried 3-0 with Curt Oblinger abstaining).
Mosquito control: City Superintendent Tim Sedlacek presented a proposal from 3J Pest Control for treatments every other week. A motion by Sue Sapp, seconded by Max Allen, approved the 3J Pest Control contract (carried 4-0).
BCH Clinic site plan and variance: New site plans were presented to move the BCH Clinic out of the 100-year flood plain and align it with nearby storage units. Attorney Andy Carothers said the street width (80 feet) means a variance is needed; the council authorized Carothers to draft a variance for 13th Street (motion by Max Allen, seconded by Sue Sapp; carried 4-0).
Other procedural note: Councilwoman Sue Sapp moved to adjourn; the meeting ended at 8:37 PM.
Other updates recorded in the minutes included an audit presentation by Lengemann & Associates and a police-department update noting the department SUV had been sold and that the department is still operating from a police trailer; the minutes say the bathroom is finished but furniture is lacking.
