Sanford board approves budget amendment, street repairs and purchases; readies for MDOT US10 overnight closure

The Village of Sanford board on July 14 approved a set of routine fiscal and public-works measures and discussed several infrastructure projects and upcoming traffic impacts.
On finance matters, Marcus Thrush moved to approve Proposed Budget Amendment #2 for fiscal year 2024–25; Don Whaley seconded and the motion passed unanimously (Yeas: Carl Hamann, Marcus Thrush, Leah Ziems, Don Whaley, Dolores Porte). The board also approved June bills totaling $32,223.57 on a motion by Marcus Thrush, seconded by Don Whaley; the vote was unanimous.
Public-works votes included a $1,980 approval to Asphalt Concrete Services to repaint stop bars, crosswalks and road arrows (motion by Carl Hamann, seconded by Marcus Thrush; unanimous) and approval of up to $1,800 to purchase new garbage cans and lids from Sanford Hardware and JE Johnson (motion by Carl Hamann, seconded by Don Whaley; unanimous). The DPW reported that Irish, Smith and Center Streets require repair after dam-related work; no contract or schedule for those repairs was specified in the meeting record.
On stormwater and planning, board members reported progress on MEDC-CDBG-DR storm-sewer planning: a public survey is being finalized and Spicer Engineering is preparing designs. Board members also reported that Carl Hamann and President Dolores Porte had met with Spicer and Michigan Department of Environment, Great Lakes, and Energy (EGLE) about the MS4 storm-sewer project; most required information is already available and Dolores Porte will submit the online MS4 form herself, which the board estimated will save the village about $26,000 compared with hiring Spicer to complete that subtask.
The board filed a Letter of Intent to pursue a FEMA Hazard Mitigation Grant for a property at the corner of Center and Saginaw; any award and participation depend on FEMA selection and the property owner's willingness to proceed. Members also discussed the pump-track property: Carl Hamann and Dolores Porte will verify with the Register of Deeds that the deed to the village has been registered and engineering design work is underway.
The board noted that MDOT plans to close US10 overnight on Aug. 5–6 so overpass beams can be installed; traffic will be rerouted through and around the village. Members flagged that large trucks are currently using Cedar Street to store bridge-material overflow on the Briggs property and said village roads should be inspected for damage after the work.
