Sanford expects roughly $600,000 in final FEMA payments; storm-sewer studies near completion

President Dolores Porte said FEMA Public Assistance has confirmed the Village did not duplicate funding and intends to finalize its opinion and approve the final payment. "The expectation is to collect the final payments of ~$600,000 possibly by June 30, 2025," Porte said. She added that finalizing the FEMA payment would allow the Village to close the related Hazard Mitigation grant.
Separately, officials reported that environmental and antiquity studies for the MEDC-CDBG-DR-funded storm sewer project are almost complete and engineering is the next step; residents affected by the storm-sewer work have been sent letters. Spicer Group is completing the planning survey and will provide engineering estimates.
Porte also raised a potential reconfiguration of a construction road near the dam into a boat launch, noting about $100,000 of FEMA Public Assistance funds were previously obligated and could be applied pending a Spicer Group estimate.
No final expenditures or construction contracts were approved at the June 9 meeting. Council members asked staff to continue coordination with Spicer Group and Midland County Parks and Recreation and to report back with cost estimates and any grant conditions before committing funds.
