Council tables Sand Lake Winter Fest request after road-damage, insurance and logistics concerns

The Village Council tabled a Winter Fest event request after raising concerns about roadway damage, stake-pocket installation and third-party insurance.
Council members reviewed a history in which a previous DPW supervisor had supported installing stake pockets in the roadway where the Chamber places the tent, and members said that prior work had already damaged the road. Chamber representative Matt Baczewski and village staff (DPW Supervisor Ryan Shick and Zoning Administrator Derek Dickerson) discussed possibilities for a written agreement in which the Chamber would cover any road repairs. Officials noted that stake pockets require annual sealing and that tent heaters used in a park location could create excessive mud, which affected the question of moving the event to the park.
Seth Kaiman, the MMRMA insurance representative, reiterated that MMRMA insures village operations and recommended that third-party event organizers carry their own coverage; he offered to review the event application and provide feedback. Council members also asked why proof of insurance is required early in the application process; staff said the timing is procedural and set in the event form.
Wright moved to table the Winter Fest item until the December meeting and requested the Chamber provide a contingency plan and documentation addressing road repair and insurance; Camilleri supported the motion. The motion passed 4–1, with Helton opposed.
