The Brookline Selectboard on March 31 voted 5–0 to waive the town’s purchasing policy and authorize immediate remediation of asbestos-containing debris found behind the Transfer Station, citing limited contractor availability and the need to start work promptly.
Scott Leard told the board contractors had provided estimates ranging from $26,250 to $69,050 and that the town already has $100,000 set aside for remediation. Leard warned that additional follow-up work and costs could be needed after remediation and that state Department of Environmental Services (DES) procedures require a 10-day waiting period before work begins.
Selectboard member Stephen Dolfini moved to waive the purchasing policy and proceed with ATI/Omni; the motion was seconded by Ed Perry and passed unanimously. The board authorized Scott Leard to manage expenditures for the remediation effort.
The board’s decision was framed as a response to contractor turnover and DES requirements that otherwise could delay abatement. Town officials did not identify individual vote names beyond the 5–0 tally. The Selectboard directed staff to return updates on costs and any required follow-up work at a future meeting.
The remediation will proceed under the town’s standard oversight, subject to any additional notifications or approvals required by DES, and the board noted that final costs may change pending post-abatement assessment.
