Orleans council adopts county hazard mitigation plan, approves tax levy resolution and declines RAGBRAI pass-through

Mike Ehret, the county Emergency Management Coordinator, briefed the council on the 2024 Dickinson County Hazard Mitigation Plan and recommended adoption; Ehret told the council that fees for the plan were covered by grant funding and that participating jurisdictions have no fees due. Council member Rick moved, seconded by Gable, to approve Resolution No. 2025-10 adopting the plan; the motion passed 3-0.
Council also approved Resolution No. 2025-11, setting the maximum tax dollars from certain levies for fiscal year 2025-2026 (Radcliffe moved; Gable seconded; AYES: Radcliffe, Gable and Rick; vote 3-0). The minutes record vote tallies but do not list levy dollar amounts.
The minutes record that Mayor Bill Maas said he had received a phone call from City Manager Gregg Owens regarding the RAGBRAI bicycle ride's planned routing (July 19-20, 2025).
