Orleans Council approves FY25 budget amendment, transfers and routine measures; denies deck permit

Mayor Bill Maas presided over the Orleans City Council meeting on Monday, Jan. 13, 2025. The council approved a FY2025 budget amendment, authorized transfers, approved legal and insurance renewals, denied a building-permit request for a deck on a city easement at 13731 Sunset Drive, and approved reimbursement for a water shutoff repair at 13755 Sunset Drive.
The council opened the meeting at 7:00 p.m., reviewed and approved the consent agenda (including the Dec. 9, 2024 minutes, the December clerk’s and budget reports, and the December police report), and reappointed Erin Radcliffe to the Planning and Zoning Commission (Resolution No. 2025-01). Council member Rick moved to approve the agenda and consent items, seconded by Council member Radcliffe; the motion carried (Vote: 3-0).
Council member Ostrum moved, seconded by Council member Rick, to approve Resolution No. 2025-02 amending the FY2025 budget. The mayor opened a public hearing on the amendment and, with no written or verbal comments offered, the hearing was closed at 7:05 p.m. The budget-amendment resolution passed with recorded votes from Ostrum, Rick and Radcliffe (Vote: 3-0).
The council approved Resolution No. 2025-03 (transfers) on a motion from Council member Radcliffe, seconded by Council member Rick (Vote: 3-0). The council also approved Resolution No. 2025-04 to set a public hearing date on a proposed General Obligation Corporate Purpose Loan Agreement; the minutes record the motion passing but do not specify the hearing date.
The council approved an engagement letter with law firm Dorsey & Whitney (motion by Council member Radcliffe, seconded by Council member Rick), and later approved the city’s ICAP insurance renewal for 2025. Council member Ostrum moved, seconded by Council member Gable, to accept increased cyber-security coverage from $250,000 to $1,000,000 at an added premium of $92, for a total renewal premium of $6,110.00; the motion carried unanimously among members present.
On property matters, Council member Rick moved, seconded by Council member Ostrum, to deny a building-permit request to construct a deck on a city easement at 13731 Sunset Drive; the motion carried (AYES: all council members present). The council also approved reimbursement to Joe and Linda Devitt for a water shutoff repair at 13755 Sunset Drive in the amount of $743.82 (motion by Council member Rick, seconded by Council member Gable; AYES: all present).
Council member Ostrum moved, seconded by Council member Gable, to receive the Orleans FY2023 audit report; the council accepted the audit. Council member Rick provided an update on grant application opportunities for a Parks Improvement project; the clerk, P. Kay Cmelik, gave a brief update on the ongoing budget process. No further action was taken on those updates.
The council adjourned at 7:53 p.m. on a motion by Council member Ostrum, seconded by Council member Radcliffe. The minutes show no public comments during the public comment period.
