Panora council approves budget amendment, permits alcohol at Panorama Days and joins IAMU mutual aid program

PANORA, Iowa — June 22, 2026 — The City of Panora City Council unanimously approved a set of routine and event-related items during a 15-minute regular meeting held at 5:30 p.m. Mayor Curtis Thornberry called the meeting to order and the council completed business by 5:45 p.m.
Councilmembers voted to approve FY 2025-2026 Budget Amendment #3 by adopting Resolution 26-33. Councilmember Tom Flanery moved the resolution; Councilmember Brian Dorsett seconded, and the measure carried unanimously. Administrator Lisa Grossman told the council no public comments had been submitted for the amendment during the public hearing the council opened and closed the same evening.
The council also adopted Resolution 26-34 to permit possession and consumption of alcoholic canned beverages in designated areas of Panora during Panorama Days on July 31 and Aug. 1. Blake Michelsen moved the resolution and Mark Sheeder seconded; the vote was unanimous. Separately, the council authorized participation in the IAMU Mutual Aid Program through Resolution 26-35 (motion by Roger Dorr, seconded by Mark Sheeder), also approved unanimously. The minutes do not record additional implementation details for the IAMU participation.
On the consent agenda the council approved the minutes of the June 8, 2026 regular meeting and granted a temporary outdoor service extension for Blue Skyz Inc. at the Owl's Nest to serve alcohol during RAGBRAI; Brian Dorsett moved approval and Tom Flanery seconded. The council likewise approved bills payable as presented (motion by Dorsett, seconded by Flanery). All actions recorded in the minutes carried by unanimous vote of the five councilmembers present (Roger Dorr, Brian Dorsett, Tom Flanery, Blake Michelsen and Mark Sheeder).
City Administrator Lisa Grossman provided a verbal report and Councilmember Brian Dorsett gave an update on the EMS Advisory Committee meeting; no formal action resulted from those informational items. The minutes note the meeting was made accessible electronically under Section 21.8 of the Iowa Code. Mayor Thornberry called for adjournment at 5:45 p.m.; Tom Flanery moved and Blake Michelsen seconded.
