River Ridge CDD approves goals, performance measures to comply with HB7013

The board approved goals and performance measures under recently adopted legislation (HB7013), identifying communication, infrastructure maintenance and financial transparency as focus areas and setting an initial report due Dec. 1, 2025.
The River Ridge Community Development District on Aug. 27 approved a Goals and Objectives report and performance measures to comply with state legislation known in the meeting as HB7013, which requires special districts to establish and report annual goals and performance standards.
District Counsel Tony Pires and District Manager Cleo Adams summarized the new statutory requirement and staff's proposed framework. Staff identified three key focus categories for Fiscal Year 2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form by unanimous motion.
Staff added the initial report's due date (Dec. 1, 2025) to the Key Activity Dates list and will post the required report on the district website as directed by statute. The measure establishes a baseline of performance indicators intended to allow public oversight of the district's progress toward stated goals.
