The Pella City Council on March 3 approved Resolution No. 7001 adopting Amendment No. 2 to the Lely Urban Renewal Plan, expanding the area and project list eligible for Tax Increment Financing (TIF).
Amendment No. 2 adds several projects and territory to the Lely URP, including the University Street and Baseline Drive extension project (estimated $7.5 million), an industrial park area directly west of Pella Christian High School, additional public right-of-way for 240th Avenue, Eagle Lane and Old Highway 163 to support East Oskaloosa Street reconstruction (estimated $2.5 million), and authorizes future economic development agreements up to $1 million. Staff said the amendment makes these projects eligible for TIF financing under the URP.
City staff also confirmed the city conducted the statutorily required consultation with affected taxing entities on Jan. 29, 2026 and reported no oral or written comments were received. The council then approved placing Ordinance No. 1084 (the TIF ordinance amendment) on its first reading.
Next steps: staff will proceed with ordinance processing and any required additional notifications; project-specific financing and implementation will be addressed as each project advances.
