Butte-Silver Bow council passes budget amendments, grants and procedural resolutions unanimously

The council approved Resolution 2026-22 to continue a one-mill levy for economic development beginning in fiscal year 2026–27; Hattie Thatcher moved the measure and Michele Shea seconded. The motion to place the resolution on final reading and to adopt it passed 9–0. The resolution was presented as a fiscal continuity measure supporting local economic development programming.
The council also adopted Resolution 2026-25, which appropriated unanticipated revenue from the Montana Department of Natural Resources and Conservation related to wildland fire deployments for wages, benefits, equipment purchases and building improvements for the fire department; the motion to move the resolution to final reading and pass it carried 9–0.
Resolution 2026-26, directing the Butte-Silver Bow Treasurer’s Department to mail notices of pending tax deed issuance under 15-18-212, MCA and to issue tax deeds where redemption periods have expired and payments were not made, was similarly moved and passed 9–0.
During the same meeting, the council suspended the rules to advance two grant-funded appropriations. Resolution 2026-29 appropriated Montana Department of Justice, Natural Resource Damage Program funds to rehabilitate Basin Creek Park; Resolution 2026-30 appropriated NRDP funds to support the Water Meter Program. Both emergency suspensions and final readings were approved by recorded voice, 9–0.
All votes listed in the record carried nine yeas and zero nays; Hattie Thatcher commonly served as mover and Michele Shea as seconder for the final-reading motions. The resolutions invoking budget amendments cited Section 7-6-4006, MCA as the legal mechanism for midyear appropriations.
Next steps: the adopted resolutions take effect per their stated effective dates in the documents and will be implemented by the appropriate departments, including the Treasurer’s Department and Public Works where applicable.
