Planning Board approves minor lot line adjustment to enable future roadway in Beach Plain Subdivision

The Planning Board unanimously approved a minor lot line adjustment for the Beach Plain Subdivision on May 14, 2026, a change planners said will facilitate future roadway construction.
Ryan Lavelle, the presenter to the board, told members that Jemco is now the owner of lots 2-66, 2-66-2 and 2-66-3 and described three parcel transfers on the plan: Parcel A will move from lot 66-3 to lot 66 to accommodate a future road; Parcel B will move from lot 66 to 2-66-3 with no net change in lot area; and Parcel C, a 371-square-foot strip, will transfer from lot 66 to lot 66-2 to eliminate a residual triangular remnant and to align rear lot lines with the future roadway layout. The plan also shows grading and slope easements on lots 66-2 and 66-3 and a temporary driveway easement between lots 66-2 and 66-3 to provide interim access.
"Jemco is now the owner of lots 2-66, 2-66-2 and 2-66-3," Lavelle said, and noted that Nordstrom has been hired to complete the survey work. He explained the driveway easement is intended to allow owners of lot 2-66 to perform site work until the permanent roadway is constructed.
During public comment, Jane Clavette of 51 Emerald Drive raised concerns about wet conditions and historical land‑locked acreage in the area, saying that "about 30 years ago, according to Frank Caparco, there were 10 acres of land locked land" and asking whether lot 2-66 had absorbed that acreage. Lavelle replied that the intent was to preserve the continuation of streets and that, to his understanding, there is no land‑locked property tied to this subdivision.
After questions and clarifications, the board took a series of formal motions. Shawn O’Neil moved to accept the April 23, 2026 meeting minutes as amended to correct a typographical error; Leo Traverse seconded and the board voted in favor. Leo Traverse then moved and Paul Taglieri seconded a motion to accept the lot line adjustment application. Chip Current said he had discussed road-location concerns with Dennis Quintal and that they were resolved. Vince Edwards moved to approve the minor lot line adjustment and Shawn O’Neil seconded; the motion carried unanimously. Lavelle said he would bring the mylar plans in for signatures next week and the board recorded the subdivision approval as dated 5/14/2026.
Board members also touched on administrative items: Chip Current reported that Charles had met with the Budget Committee regarding the capital improvements program (C.I.P.) and asked departments for updates on their CIP budgets; Vince Edwards said Eversource will reach out to schedule a meeting, possibly in July, to discuss upcoming work. The meeting adjourned at 8:00 p.m.
Votes at a glance: the board unanimously approved the amended April 23 minutes (motion by Shawn O’Neil, seconded by Leo Traverse); accepted the lot line adjustment application (motion by Leo Traverse, seconded by Paul Taglieri); and approved the minor lot line adjustment (motion by Vince Edwards, seconded by Shawn O’Neil).
