The penalty phase included testimony from Shawn Parkhurst, Superintendent of the Windsor Locks School District; Dr. Rebecca Bissonnette, Principal of Windsor Locks High School; and Kirsten Krupa, Assistant Principal. After questioning by board members, the Board reconvened in public session and voted to adopt the executive-session findings and expel Student D from Windsor Locks School District, including all school-related activities, for a period of one calendar year in accordance with the administrative recommendations dated March 25, 2024.

The Board first moved to enter executive session for the expulsion hearing (moved by Dennis Gragnolati; seconded by Greg Guyette) and later moved to reconvene in executive session for the penalty phase (moved by Greg Guyette; seconded by Lindsay Cutler). The formal adoption of findings and the expulsion motion was moved by Lindsay Cutler, seconded by Alba Osorio, and passed unanimously.
